The Constitution: Now Only for Peacetime
Berkeley law professor and former Justice Dept. lawyer/apologist for torture and unlimited Presidential power, John Yoo, summarizes the Bush Administration's understanding of the Constitution in two sentences:
We are used to a peacetime system in which Congress enacts the laws, the president enforces them, and the courts interpret them. In wartime, the gravity shifts to the executive branch.(hat tip to Glenn Greenwald)
